Which is better on a jogger stroller, front swivel wheel or doesn't swivel?
what is the difference between them and which is safer if you are planning to walk on a not perfectly paved roads such as sand, rocks, etc?

I am planning to do mostly walking, my concern is the uneven roads, So which is better for rocky, uneven streets?
also can you please list the brands that got the option locking the front wheel?
If you're jogging, having the front wheel swivel can make it hard to keep control of the jogger, and that can make you either do a face-plant or else let go of the jogger or even have the jogger tip. So they recommend having the front wheel stable for jogging. However, if you're going to be mostly walking, not jogging, and you're going to be on sand, rocks, etc, then the swivel wheel gives you a little bit more ability to navigate through them. That's why most 'all-terrain' joggers tend to be swivel front wheel and most jogging strollers tend to be locked-wheel.
Personally, my favorite stroller is more of an all-terrain, but has the option of locking the front wheel. That's the "Baby Trend" brand of jogging strollers. I LOVE my stroller, and it's the cheapest of the bunch, cost under $100. The more expensive ones have all sorts of neat options that I'd love. But the front wheel can lock, or can stay swiveling. I don't use it for jogging though and sometimes the swivel wheel does get a bit jammed up (like if you're backing out it may not swivel immediately to back up right) and I can imagine that being a problem if you were jogging (say you went to take a turn and it didn't swivel to take the turn so that the jogger tipped... baby and all...)
Really though, they're both safe, so long as you use them right. Jogging, use a stationary front. Walking, doesn't matter.
Add: I now that my baby trend phantom expedition has a locking front wheel. I think I've seen it on the Jeep ones as well, but I also recommend getting the rubber wheels, and I like the Baby Trend large wheels (they're bike wheels for kid's bikes...)
